Congresswoman Nicole Malliotakis of New York has introduced a bipartisan bill aimed at enhancing security cooperation in the Eastern Mediterranean. The "American-Hellenic-Israeli Eastern Mediterranean Counterterrorism and Maritime Security Partnership Act of 2025" includes U.S., Israel, Greece, and Cyprus in a security alliance.
The bill proposes cooperative bodies consisting of a parliamentary group and an executive-level group, alongside two security training programs: CERBERUS, centered on counterterrorism at Cyprus's Center for Land, Open-Seas, and Port Security, and TRIREME, which focuses on maritime security at Greece's Souda Naval Base.
"I am proud to join my colleagues in introducing this bipartisan legislation," stated Congresswoman Malliotakis. She emphasized the importance of enhancing cooperation in counterterrorism and maritime security between the four nations.
Congressman Tom Kean remarked on the significance of the strategic partnership in fostering regional stability. He stated, "This bipartisan effort enhances our collective ability to combat terrorism and further advances America’s long-term interests in defense."
Echoing the sentiments, Congressman Dan Goldman highlighted the bill's role in reinforcing counterterrorism efforts. “In an increasingly complex global landscape, this bill... ensures that the United States and its allies are better equipped to detect emerging threats."
The American Hellenic Institute voiced support, recognizing the value of the "3+1" partnership in protecting U.S. interests and maintaining stability in a geopolitically important region.
If passed, the bill will pave the way for enhanced security cooperation and lift existing restrictions on defense aid to Cyprus. It mandates the development of comprehensive counterterrorism and maritime security strategies, allocating funds for related facilities and training programs.
