Ms. MALLIOTAKIS. Madam Speaker, I rise today to honor Joseph Fratta, the New York State Trustee for District Ill and an Overseer to the Fr. Vincent Capodanno Lodge. Born in 1948, Joseph was raised in Little Italy, where he worked at his family's floral shop. In 1968, he was drafted to fight in Vietnam, where he was highly decorated. After one skirmish where he was hurt, he turned down his Purple Heart because he did not want to worry his mother about his injuries. While in Vietnam, Joseph sought to build an orphanage for the dozens of orphans in the village he was stationed in. With the help of others, Joseph was able to get the orphanage up and running, where he cared for twenty-five children. In 1999, he joined the Order of the Sons of Italy, quickly rising up the ranks. Joseph is a dedicated member of the Lodge, chairing the Arbitration Committee and Cancer Research on the state level. Joseph now lives in Staten Island where he is a caring husband, father, and grandfather.
