Congresswoman Nicole Malliotakis has introduced the Medical Supply Chain Resiliency Act, collaborating with Representative Brad Schneider and Senators Chris Coons, Thom Tillis, John Cornyn, and Michael Bennet. This bipartisan legislation seeks to establish Trusted Trade Partner Agreements aimed at minimizing barriers that deter manufacturing in the United States and its partner countries. The agreements will also promote regulatory cooperation and other significant trade provisions.
To qualify as a Trusted Trade Partner, nations must demonstrate a commitment to global health security, adhere to trade agreement compliance, protect U.S. intellectual property rights, and work towards reducing trade barriers while promoting sound regulatory practices. Potential candidates for these agreements include Singapore, Indonesia, Ireland, Poland, and Switzerland.
The legislation is designed to fortify global medical supply chains, thereby enhancing U.S. national security and public health preparedness for future pandemics. It authorizes the U.S. Trade Representative to negotiate these agreements by reducing tariffs and quotas that hinder manufacturing in the U.S. and allied nations.
“If COVID taught us anything it is that it’s crucial that we reduce our reliance on foreign nations,” said Rep. Nicole Malliotakis.
Senator Thom Tillis stated: “The Medical Supply Chain Resiliency Act is a critical step toward ensuring that America’s healthcare providers have reliable access to essential supplies.”
Senator John Cornyn noted: “During the pandemic, the U.S. faced severe shortages of medical supplies due to overreliance on foreign adversaries like China.”
Senator Chris Coons remarked: “Life-threatening shortages of testing kits… showed us just how fragile our medical supply chains are.”
John Murphy from the U.S. Chamber of Commerce expressed support: “The Chamber strongly supports the Medical Supply Chain Resilience Act.”
The National Foreign Trade Council (NFTC) also endorsed the bill stating: “NFTC applauds Senators Tillis, Coons, Cornyn, and Bennet for championing this legislation.”
Earlier this year, Malliotakis reintroduced another piece of bipartisan legislation known as the Supply Chain Security and Growth Act of 2025 alongside several representatives including Jimmy Panetta and Vern Buchanan. This act aims to leverage Investment Tax Credits (ITCs) to facilitate moving critical U.S. supply chains from less reliable locations such as China to Puerto Rico.
Additionally, Malliotakis is working with the House Committee on Ways & Means on a proposal to lower tax rates for facilities choosing domestic manufacturing within territories like Puerto Rico rather than overseas.
