FOIA Request to College of Staten Island CUNY regarding Chinese National students on June 16, 2025.
A Freedom of Information Act (FOIA) request was submitted to the College of Staten Island CUNY by a representative from the Staten Island Reporter. The request seeks information concerning Chinese National students enrolled at the university. This request is made under the New York Freedom of Information Law, N.Y. Pub. Off. Law sec. 84 et seq., with a preference for receiving the data in electronic format.
The FOIA request includes several specific inquiries:
1. Documents or lists detailing all current students who are Chinese Nationals, including their department of study. If this information is protected, a total number of such students and their departmental distribution is requested.
2. Documentation showing all current Chinese National students, specifying the amount and source of each scholarship they receive.
3. A list of recipients of scholarships affiliated with the Chinese Scholarship Council, unless this information is already included in response to the second request.
4. Policies or procedures outlining how the university monitors students, including Chinese Nationals, to safeguard its Intellectual Property and other confidential information.
The request emphasizes that if student names are protected by privacy laws, redaction should be applied where necessary or possible aggregation should be used to avoid losing essential data.
This FOIA request is part of an effort by The Coalition Opposing Governmental Secrecy, a non-profit organization dedicated to enhancing transparency within governmental institutions through public records access.
We look forward to receiving this information in an electronic format as it will greatly aid in our reporting efforts. As always, we remain open for any questions or clarifications regarding this request.
